What are the chances that a score such as Hocus Pocus (Debney) or Mathilda (D. Newman) ever get a commercial release? Varese, Varese Club, Intrada, ...?

I would guess that it is doubtful.Matilda is a Sony picture I believe and Sony is not really interested in releasing scores. There is a boot of this. Although I don't have it, I have heard it is pretty good.
Hocus Pocus is a Disney picture. They aren't interested in releasing scores and won't let anyone else, even if they come up with the money. There was a promo of this but it is hard to find and expensive. It would have made great commercial release. Especially great if you want to hear Debney doing an early Elfman style score.
